Being in prison and being added to the population of a district is not about criminals voting rights but rather the people who reside in the region. This astute scientist suggesting the criminal be counted as a resident of the region that they lived previously is more telling about her than the rest of the story

I don’t know her personal life but if she is such a great scientist and had a position at NASA why did she leave that career ?
