Can Trump force a recess, or not?

I've seen it being spoken about here both ways. What gives?

He could just let them recess on their own

There's a lot to it but ultimately, no.

Yes.
Speaker puts House in recess.
Senate refuses to go into recess.
This is a dispute that would allow for the President to put Congress in recess under the Constitution.

Also already upheld by the Supreme Court

That would be the only way he could do it. Under normal circumstances he cannot. There has to be a dispute between chambers.

Artcile 2 Section 3 is pretty clear:
Pretty straight forward.
quote:
He shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient; he may, on extraordinary Occasions, convene both Houses, or either of them, and in Case of Disagreement between them, with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper; he shall receive Ambassadors and other public Ministers; he shall take Care that the Laws be faithfully executed, and shall Commission all the Officers of the United States.
Pretty straight forward.

The leadership can probably stop him if they're really willing to go to the wall but he's got an awfully big mandate to wave around. And the prime motivation of every swamp-dwelling piece of shite in Congress is to stay in Congress. If that's threatened they'll cave.

Good things happen during recess.

That would impair his ability to pass legislation though. Not sure the nuclear option is the best path.

No.
The decisive battle is about to begin.
The senate can stop all of Trumps appointments if they choose.
They won’t but they will fight the ones that matter.
They will die before they allow Matt G
To be AG.
We are about to find out that the swamp is alive and well inside the Rep Party.
If Trump finds a way to Get Matt in I will be shocked. Gloriously Happy, but shocked.

He will get confirmed. Senators are currently being informed that the paid off sexual assault list will be made public

Yes.
And if only one body of the bicameral congress agrees to recess he can constitutionally force the other into recess.

And the stakes on this one are higher. The "But Obama...." line doesn't hold water in comparison. Out of Clinton, W, and Obama's recess appointments only one was made in the first year of their terms, and none of their appointments were for department heads.
It would be a messy start to the administration.

Recess is a must. Otherwise every single appointment will be slow rolled like in 2017. Uniparty and msm made a circus out of that shite back then, ensuring that only a handful of appointments trump wanted actually got approved.

This is my understanding also.

I mean... he can do it... but it would be disastrous were he to do it. Some of you don't care about that.. "My boy Trump won and can now do damn well as he pleases and nobody can get in his way." Well, that certainly is true... but at some point over the next 4 years... he's going to need the Senate to pass actual legislation. And if he forces them into recess and then makes recess appointments for all of his cabinet... they won't work with him. At all. "Well, they'll get primaried then." Yeah... in 2 years some of them may. But that's 2 years.

Correct,
And We The People must pressure our senators with the threat of being aggressively primaried …it’s the only thing they understand.
