No, of course not. They could also use some sort of administrative segregation in the same facility.

of course, that costs MORE than GenPop, which invokes that second prong of a “reasonableness” inquiry.

Your position is actually fairly simple to understand. You are (marginally) bright enough to realize that the punishments you WANT to impose would not withstand an eighth amendment challenge. So, you favor a system that constitutes little more than an end run around the constitution.

fortunately, Scotus justices are brighter than you… Even Ketanji Brown Jackson, if barely.

The 8th Amendment precludes the death penalty for rape and kidnapping (see Coker v. Georgia, 433 U. S. 584, 97 S. Ct. 2861, 53 L. Ed.2d 982 (1977); Eberheart v. Georgia, 433 U.S. 917, 97 L. Ed.2d 2994, 53 L. Ed. 2d 1104 [1977]).

SCOTUS has not addressed capital punishment for “trafficking,” but the analysis (and result) would be the same.
