Well , it's like a generator. You only need it for the one to two weeks a year your power is knocked out by a hurricane or other causes.

Unless you're in the desert Southwest of the US, when it's over 95° then you're 100% in the "last resort" stage.
The second half of my childhood was spent in central Oklahoma surrounded by rivers, lakes, ponds and creeks and the humidity is always off the charts. I didn't have an AC in the window, just a fan. I'd not wish that on anyone, especially someone older and less accustomed to the heat.
This is some truly draconian bullcrap by the Brits. I don't even need to bother to point out the myriad levels of hypocrisy on display here as they air condition their massive government buildings and parliament chambers and fly in their private jets while they lecture the serfs about the impact on the environment.
