They are literally injecting their own content into other people's posts, that's a publisher. They are publishing content.

Public square social media is a winner-take-all market, and Twitter won it years, even a decade ago.
Competing with Twitter is futile. The only way to get Twitter and other similar social media to behave and think twice about abusing their monopoly power is to regulate it.
