Trump was only being surveilled and the info given to Clinton based on suspicions GENERATED and PROMULGATED by the opposing party and candidate.
Trumps opposition started rumors, fed them to unsuspecting dupes and then created a reason to spy on trump due to the unsubstantiated propaganda THEY started.
