a chinese national can hire an agency to arrange for them to come to the US for the sole purpose of cheating our asinine citizenship laws.
a guatemalan national can wade through the Rio Grande and have a baby in an El Paso safe house or local ER.
Both can return to their home countries with their children, and collect benefits from the US taxpayer and ultimately vote in our elections for life.

If that is true then being born within the twelve mile limit would also make the baby a US citizen.

No, they are not NOW a citizen.
No analysis of citizenship changed with SCOTUS’ ruling. If someone would be a citizen post-ruling, they were already a citizen pre-ruling.

Hmmmm... I don't believe there are any cruise ships that sail under the US flag. That should mean that the child is either a citizen of the same nation as his parents, or a citizen of the nation under whose flag the cruise ship was sailing.

That’s actually not true. It’s literally one of the 4 exceptions listed in Wong Kim Ark enshrined in federal statute.
