The plane being at 200' has no bearing on the accident. Even if the plane were at 300' or 500', the helicopter would have been flying under it which is not what they were directed to do. They were told to keep separation and fly behind it. They instead flew right into its path.

Hence, the reason why the flight path was supposed to be along the east bank of the Potomac not west of the center of the river. Anything near or lower than 200' on the west side of the river was restricted to helos due to that altitude being the runway 33 glide slope for landing.
