You see, that's where you're gonna screw up. When you're the only one left in town they haven't killed, they'll know you have the ticket by process of elimination. Then they'll kill you for it.
But if you try to leave town, they also know that the ticket holder is probably going to try to leave town to avoid being killed for the ticket, so they're gonna kill you for the ticket.
It's a billion dollars on the line. They want that ticket.

I know if someone in my town wins I am leaving until the prize is claimed just so I am not randomly murdered. Granted my city and metro has 19 million people but it's a BILLION DOLLARS!

That's the point, you're fair game until you turn in the ticket.
How can you claim the ticket if it's closed?
The only terrifying thing would be knowing I had a piece of paper worth $500mil in cash lump sum. There would be less than zero worry about someone tracking me down because how in the world would they?

The fear would not be rational, but many fears are not. Nothing would happen to you, but I get what he's saying. Holding onto a piece of paper worth that much would have my butthole tighter than than the seal on the space shuttle hatch.
