It is. And this reminds me of a mardi gras. It belonged on the thread the other day of "craziest things you saw at mardi gras".

The Police horses were on a side street just tied and resting/waiting. Dude walking by walks over to them. He's just petting them. Officers are there and see him. They wave. It's cool. He keeps petting. Then tries to go horse whisperer. He gets face to face with it. Starts hugging it. Wraps his arms around its neck. The cops say "thats enough" and move it along. He won't! Keeps hugging. Nothing crazy. Doesn't try fricking it or anything, but they end up having to arrest the dude because he won't listen and won't stop. Horse even nipped him once, if I recall correctly. Guy was obviously hammered so they got him for PI and I was always curious what else he could have got charged with.
