Once you het about 20 feet of the ground you had better be in something built by an aeronautical engineer that will protect you. The list of dumbasses that have ignored that little bit of knowledge is long and filled with very wealthy individuals that never paused to fully think that through and came to regret it. That looks like a load of fun, right up to the moment it isn’t.

If it's light enough and slow enough, the FAA will consider it an aerial vehicle (ultralight) rather than an airplane.
According to FAR Part 103:
Weigh less than 254 lbs empty (lots of fat ultralights out there)
Max 5 gal fuel capacity
Top speed up to 55 knots
Personally, I'd rather earn a Sport Pilot license and buy a Progressive Aerodyne SeaRey (safer, so far, than the Icon A5). It has excellent factory training and support, since it's been in production as a ready to purchase or kit aircraft for a long time. Icon, on the other hand, is big on marketing prowess but not so great at actually delivering aircraft.

Seaplanes are loud AF.
That said, I’ve flown ultralights over the Basin. This looks safer than that was.
