I'm 61 and can do 70. I've got a habit of getting over 70 then stopping for a few weeks then start over at 50 to work back up then I quit. Maybe I'm an idiot.

This is in error because the spending is cut by 20%, in my plan, resulting in $5.6 trillion in spending. Very simple to solve. Audit, overview, accounting will solve most of the theft.
Now since you've injected another problem to be solved, another plan i will create is to have congress enact a debt elimination bill forcing a refinance of current debt issues in a systematic manner without adding any new debt. I call this the bestbanker debt elimination plan.
