Depending on how supervisors are structured, she probably can’t.

At the end of the day Gary has to cover his arse. He should definitely document what the original plans were. That way if Chuck fails or quits Gary will have documentation to cover his own arse and be able to throw it in Nancys face. Have a meeting with Chuck, explain the situation, (hate to do it but) write Chuck up and then put in alittle extra time to help Chuck get his team where it needs to be.

He inherited a crapshow and is trying hard to fix it, but due to lack of any constructive help from Nancy, or her inability to stick to a plan, and her refusal to allocate the needed resources after saying she would, Chuck is running in circles with one foot nailed to the floor. I am trying to get his unit on track, but indecision, and inability to stick with a decision, from upper management, is making it almost impossible. Nancy demanded this truth bomb"
