Gary needs to be looking for another job. Either he quits because his integrity won't allow him to write up Chuck for something he doesn't feel is his fault, or Nancy is going to fire Gary and find someone who will fire Chuck like she is asking.
In the meantime, I would write Chuck up in the most objective way possible. Include information identifying the situation he inherited, and the steps he has already taken to address it. If the company has write-ups and an HR department, they probably have a PIP as well, which will give hopefully give Chuck some time to turn things around. Or it won't, and Nancy will fire Chuck, or force Gary to do it, which would be the result regardless of whether Gary did the write up.
For the folks suggesting he be passive aggressive in the write up (and aren't just trolling for a laugh), pull your head out of your arse. That just results in both Gary and Chuck being shown the door.
Situation sucks, but sometimes you are serving the dick sandwich, and sometimes you are eating it.

Nancy is now having HR inquiring to Gary, "when are you going to write up Chuck?" HR mentioned they are here to help with the write-up.

gary is screwed. what he needs to do is bitch-slap Nancy about 4 or 5 times till she spits out some teeth. then tell her it's a man's world, and then go get him a real job offshore or in a plant. pussing around in a office with woman bosses is for beta males.

If I was Gary or Chuck, I would have studied more in school so that I didn't have to take a job like that and instead could work in a field in which I could bolt to another job when I desired.

so Nancy runs the company, multiple sites not included, large enough to have an hr dept, large enough to have 3 levels of management, so 60-90 people
I would find out who owns the company, if daddy he is screwed
would out source hr and payroll
write a nice referral letter for chuck
be more careful in searching for his next job
avoid buying a house
