The smaller shooter appears to be wearing loafers of some kind, another poster stated they could be wearing slides.

I'm gonna go out on a limb here, but I'd bet there were no "crackers" involved in this incident at all. Maybe, the victim, but other than that, no "crackers"!

This is exactly what the flock cameras are legally allowed to be used for most places they are used. Hard to stop crimes before they happen but they can surely track back your steps. The car stolen was likely either unreported at the time or stolen cars arent a priority. Not sure the legalities of real-time flock camera use there. They are majorly limited in terms of use here in Richmond. Even that is in court being challenged currently.
The "mass shooting" here a few months ago was solved(multiple shooters, one the brother of one of the victims and alleged instigator)with flock cameras along with a few other murders/shootings. They have a use but as with anything you should worry about overreach.

Patricia Sheppard was victim murdered supposedly by mistake after the target had gotten out of the car earlier.

Have they said who the target was who had gotten out of the car earlier? Or are they waiting until they capture the killers first?

A car stolen in Mississippi and relocated to Louisiana isn't going to trigger a reaction from the police in Louisiana. They will have no knowledge of it being stolen until it becomes the subject of an investigation.

There would be no reason to inform another state's LEOs to look for a car that was merely stolen as opposed to if it was used in a murder or kidnapping.
