I'm in favor of weed legalization but that isn't even the argument.
If you are lenient on crimes (re: Not prosecuting shoplifting under $1000 etc), that leads a ripple effect towards more and more serious crimes being committed.
There's a reason why so called "broken taillight" policing and prosecuting works.

What is Louisiana's definition of kidnapping?
Taking someone somewhere they don't want to go, and using force to do it is what I think of as kidnapping. Is it a federal or state crime?
The lady (has her identification been released yet?) did not chose to go with them. Doesn't that make it more than armed robbery?

I wonder if there has ever been the thought of going after the Carjackers under RICO.
If they are taking the cars to illegal chopshops in NOLA East, then going after carjackers as well as the chopshops and alleging criminal conspiracy under RICO could be pretty effective.
Getting the Feds involved might need to happen.

This IS important. That the first caller couldn't get 911 to answer IS important. That it took so long would scare me, big time, if I still lived there.
And maybe this is the disfunctional-city reason that friends drop their hurt colleagues off at the emergency rooms from unmarked cars.

And that location is within 3 minutes of one the largest emergency rooms/hospitals in the entire region.

Feds are involved so I'm sure if they can build that case they will.
I haven't really heard of them chopping or selling these cars off. They just abandon or burn them.
