“ Why hasn’t anyone fixed it?”
Because fixing it would require telling large groups of useless people “no,” shrinking agencies, cutting benefits, taking away power from bureaucrats, and surviving the biased lopsided media screaming that you want grandma dead, children starving, minorities oppressed, and immigrants hunted for sport.
Not exactly a winning platform to run on.

Start adding consequences to their actions and since Public Caning is sadly frowned upon here
- Jailing the offenders and their parents using DNA testing to identify the sperm and egg donor if they are no longer in the offenders lives
- Suspend Government Support (including housing) to the offenders legal guardians whomever they are (grandma, tauntie, nanan, baby momma, spray and pray baby daddy).
- Rinse and repeat until resolved

Democrat cities don't want to fix it. Chicago mayor Johnson even admitted such saying he don't think they should be arrested. Of course he also called them "gatherings" and got upset at people calling them teen takeovers.
Mind you, there were 5 police officers injured this weekend in Chicago during one of these gatherings.

because most of those admins were Democrats. They benefit from the status quo. They sure as hell aren't going to change it. And if a Republican admin tried to address it, they'd be stopped by the recipients of government welfare and the politicians who benefit from it.
