Who is in the wrong? Dogs killed cat

Homeowner A has 2 small dogs that escape their property often. Homeowner A hasn't done much to prevent it.
Homeowner B has an "outside cat" that roams freely.

Dogs got out, got in fight with cat, cat is now dead.
All this went down in a front yard not owned by either party.

Which homeowner bears fault or is fault shared here?

Where did fight occur?
Dogs owners property or cat owners property?

ETA
After edit, no one at fault
Both were irresponsible tho & should feel like shite about what happened
I would still let animal control know about incident so there is record of dogs being loose & attacking another animal

Depends where the fight happened. On the cat owner's property, fault is with dog owner.

On neutral property, both at fault, thus no damages.

I am no lawyer though

Usually leash law for dogs. Not for cats. Depends on the area and the law.

Where did it occur?

If it occurred on Homeowner B's property, then Homeowner A is at fault.

If it occurred on Homeowner A's property, then no fault.

If it occurred on neither Homeowner B's or Homeowner A's property, then no fault.

Dog owner is more liable. Leash law applies to dogs not cats.

No fault of either. Neutral property. Both were trespassing on your yard. Tell the cat owner to come get the carcass.

Iirc animals are considered property. So liability would be limited to the value of the property equivalent. Which is, to say, nothing. It doesn’t matter. Report to animal control and move on.

That's where I am at with it but the Karen's in my hood blame the dog owner 100% and called the cops on him.
Not sure why people with dogs are expected to be more responsible with their animals than others. The dogs were no bigger than the cat.
Neither are my animals, just found it interesting that everyone jumped on the dog owner.
