Not sure why people with dogs are expected to be more responsible with their animals than others. The dogs were no bigger than the cat.
Neither are my animals, just found it interesting that everyone jumped on the dog owner.
because cat people are not the same... they feel it's okay for their cats to kill, maim and harass wildlife, but when wildlife returns the favor it's cruel and inhumane. surprised they called cops.. in EBR that's on animal control and cats are not legal roaming.

Animals are indeed property but they differ from other property law in a lot of ways. Pets are almost never considered to have zero value. Some have low value and some are worth 10s of thousands of dollars.

The OP's question reads like the start of a law school exam question in Property. It will depend highly on local laws and a common-law reading of it may be wildly incorrect in a Napolionic Code state.

Why are leash laws only applicable to dogs? Should be all animals. I remember as a kid one neighbor had ferrets and another had macaws (parrots) and the ferrets got the macaws. I believe it was an expensive issue, but seems similar enough to me. Although the macaws were likely caged or in a house.

Why is it OK for outdoor cats to roam freely, but dogs have to leashed?

If you aren't keeping tabs on your pet, then you have no right to complain when something happens to it.
