Which one of y'all left a nasty note on your neighbor's door?

This letter was wrapped in an American flag and left at our doorstep overnight on Friday.
We live in a Bywater shotgun with an attached rented unit at the back with the two units separated by a locked door. We’ve lived here very peacefully for the past two years, until a new neighbor moved in a couple of weeks ago. Since they moved in, our home has stunk of cigarette smoke. On Thursday my partner knocked on his door and very politely asked him to not smoke inside as our place smells like cigarettes. Though denying smoking inside, he responded in a calm and respectful manner.
Anyway the next morning we woke up to Kid Rock blaring throughout the house, and this note wrapped in a mini American flag and a Ring recording of him putting it on our front step at 3:30am. It’s important to note that we have a pride flag flying out the front of our house, and as soon as he moved in he put up a big American flag on the fence and literally lined the whole backyard with mini American flags.
My partner and I were obviously shook and a tad frightened for our safety. We called the non-emergency police line and an officer came out after waiting over 5 hours. She said the letter is merely ‘him expressing his feelings’ and that he isn’t breaking any law.
We also called our property manager who said that she doesn’t manage the rental in the back anymore, but she sent us the contact of the company that does. We call the contact and he said to ‘just ignore him’, and that he feels sorry for him as he is a homeless veteran on a rehousing program who has cancer and two years to live. We asked what that has to do with this letter at which point he said he’ll have a chat to him.
We don’t really know what to do at this point. Neither of us feel safe here anymore, but we don’t have the means to move out.
What would you do in this situation?
Also important to note that my partner and I recently saw the back unit on Zillow for double what the last tenants were paying, and they moved out because it was tiny and very moldy. Clearly the landlords are getting an inflated amount of rent from the VA or whoever is paying the rent, so I don’t have much faith that they’ll do anything to get him out.

Probably the gay dude made it up for attention. He even crinkled it to make it look like he didn't just rip it out of the notebook before the picture.
