Somebody in my neighborhood accosts one of my buddies leaving my house (for whatever reason) right in my eye and ear shot and I'm gonna come to the OT and really let that dude have it!

I did the same thing to some type of investigator in my parent's hood with $750k+ houses, and also by my house to a detective. They were both white

probably 20% of people who live in subdivisions shouldn't either. They worry far too much about what other people are doing, putting in their yard, etc. They're socially incompetent.

There is a insanely weird loser in my neighborhood who cornered me one day while I was walking “ lost your gps “ “do you need directions “ . I’m a middle aged white guy walking in shorts with a water bottle. And I’ve done it pretty much every day for ten years. Weirdos everywhere.

How one dresses and carries oneself is a large factor. There will always be the paranoid biddies who can't tell the difference between Morgan Freeman and Old Dirty Bastard, but most people can.
Sounds like your neighbor has the mindset of a paranoid biddy.
That said, the majority of calls in my neighborhood, per my crime tracker app, are "suspicious persons" related.
