I've spent a lot of time in Taiwan and South Korea... Basically, as a form of respect to others, it they wake up in the morning and sneeze, sniffle, or cough - they will wear the mask that day to ensure they don't infect anyone else.
If they sneeze or cough during the day, the majority of them will put on the mask.
It is also used as a preventative measure if they know someone they work or go to school with has a cold or something.
It really is a respectful thing.

It's all that and the fact that they have reported deaths from the shite like SARS of which there isn't a cure. I think they're laying a come bet that it's inevitable a virus like that reaches the US

I was told in SE Asia because the women dont want their skin to darken from pollution or the sun.
