Atlanta has similar demographics and people don't typically see it as a dangerous shithole like NO. It's more than race; it's culture and government.

Atlanta is somewhat segregated though. The southside from i-20 down to the airport and beyond is majority black whereas the north side from downtown to the suburbs is majority white.
There is little to no commerce or amenities in the southside - it is mostly poor neighborhoods.

Grant Park, East Atlanta Village, etc... are all below I-20 and are booming.
The only part of town that isn't all that great is Southwest Atlanta. But every city on earth has it's "not-so-great" part. Fortunately, that area of town provides a S*** ton of labor for the airport, and even they've begun to see their real estate value increase.
My only gripe with the city is the suburbinites thinking that public transit is a gateway to "undesirables" coming into their neighborhood. We need to expand MARTA badly, as the population influx here is absolutely absurd.
Good problem to have, I suppose. Especially after reading this thread.
P.S.: Congrats on the NFL team tho - legit jealous as I watch our dumpster fire rage like the burning bush of yore

The area should invest heavily in infrastructure on a metro level.

New Orleans is on the rebound once they demolished all of the housing projects. Its taken 14 years since Katrina and in 2019 alone there is over a billion dollars of construction projects slated for Orleans Parish.

Texas to go Blue and start passing Californian progressive policies that make people and businesses flee Texas the same way they are fleeing California. Then the big IF would be for Louisiana to magically become Pro Business and shake itself of centuries of corruption to put it in a good position to take advantage of said flee. That would be a start, you would then also how to figure out permanently how to stop coastal erosion, fix all the infrastructure in Orleans Parish, change the demographics magically to mirror those of Jefferson Parish so the elected officials wouldn’t be completely incompetent, corrupt and retarded. Then figure out how to protect the city from a 500 year storm and finish that project correctly. Currently we are stuck on unable to build a hotel without it collapsing and unable to correctly implode a crane. Not looking good.

My sister and her family has lived in NOLA proper for 10 years. My family lives in Jackson but my company HQ is in NOLA and have had opportunities to relocate.
My wife and I love NOLA, but the schools are an issue. The cost and availability to get into the good privates are tough. My sister worked hard to get my niece into a good charter.
Living in the burbs would be a commute we are not willing to do. In Jackson, we live in Madison so we have great public education(insert MS jokes) and commuting around the metro is not bad. We both have great careers and advancement opportunity here.
TLDR: The schools need to improve

Time will come when the failure of New Orleans and Louisiana to invest in infrastructure will come to rear its ugly head. The water and drainage system issues is just the tip of the iceburg to whats looming ahead.
