If you're just planning to gently cruise the 'hood then just get something like a Specialized Roll. If you want something more sporty (flat bar) but still for pavement get the Specialized Crosstrail. I personally have a Marin DS 4 as my pavement/dicking around town bike. I ride a Santa Cruz Tallboy C for my MTB.
Each of the big brands (Giant, TREK, Cannondale, Specialized) will have both these types of bikes with different naming. You probably can't go wrong with any of them.

Yes, to get accustomed to riding again. Anything with a flat bar, and go to a reputable store so they can fit you to the bike, or you will be uncomfortable and give up immediately. Also - don't skimp on gear, but don't buy the most expensive stuff either, Pearl Izumi is good gear, and you can sometimes find great deals at bike nashbar.

My Trek 800 is 23 years old! I've done a few upgrades on it but it's a really great bike. A few years ago I went looking around to maybe buy a new bike and everybody told me to just get the Trek tuned up and stick with it. They apparently don't make them quite like that anymore.

I've been sold on Specialized since I flipped my road bike years ago. The clips saved me, I was upside down in a ditch still clipped in. Love that bike, it's 12 years old and looks and rides like new.
