what surrounds the land? Does it have frontage on a road or is it completely surrounded by other people's land?

Just an FYI: if it’s that low-lying and wet it’s unlikely that most vegetables will grow well. Most need light, sandy, well-drained soil.

It's also probably a wetland that the Corps of Engineers wont let you develop without paying a ton in mitigation $, which defeats the purpose of getting property cheap.

Put a pad, elect, water, and sewer then park a camper. Use it for camping, atv riding, or general fotting around.

You could reroute the drainage servitude around the property. It would still go through your property but least you could clear out enough space for a house and yard. You could even put a pond in the servitude.

Most people are idiots unless the subject matter is about the one, maybe two, things they know something about (though many are teetotalers and biologically fricked).
E.g., most don't know about heart surgery, and a heart surgeon most likely knows nothing about deciphering what is/isn't a prudent 1 acre rural real estate investment, or writing code, etc.: Never count your chances on creating your own fortune because another man was a fool.
Buying real estate with intrinsic or extrinsic value and doing something (or nothing) with it is one of the few things I know a tit-hair about, and all I know is this: If it has sold 5 times in 3 years for an increasing or break-even value, and I can get it for a bang up price, then I'll be #6 soon enough...after I do some "painting a turd" improvements on it to make the next jack leg think it's a "winner" property.
Apparently its dirt has some appeal to it? Building on it? Frick that.
But I believe I remember the OP saying that it had sold " MAYBE 5 times in 3 years..." There is no maybe in this case, or in any real estate case, but especially regarding this garbage heap: It either has or hasn't sold 5x in 3 years without a loss.
His purchasing of it should hinge on that single deciding factor- including the good price and past resale value- and assuming he has any financial or commonsense business dabbling with it.
Assuming all is true, you do not build chit on it; you build a little eye candy equity on it and sell it to the next proverbial "idiot born every day" and make a quick $ asap.
My opinion anyway.
