Just buy a cross breed pair. Momma and calf. Get an Ag exemption tax credit, grow the calf, sell, rinse repeat. It pays for itself.

This. As a civil engineer, nothing is undevelopable. The issue is the cost to cure. If the ditch actually runs through the middle, that gives you have 1/2 acre on either side of it. Use 1/2 of the property to dig mitigated fill and place it on the other half to create a pad. Sell developable 1/2 acre plus 1/2 acre hole and profit.

You left out the part where the Corps of Engineers gives him a cease and desist letter for filling a wetland and makes him restore it, which ends up costing more than the property is worth.
