I have made pipe bombs and other cool explosives many years ago and set them off in empty fields but I sure never let anyone see me.

In modern terms, yes, but private citizens owned artillery in the times of our Founding Fathers and they were not considered as separate and distinct.

our government has been in place for almost 250 years.

I'm pretty sure that wasn't the case in Germany prior to Hitler's rise to power. Germany and Eastern Europe was in constant turmoil.
