No, apparently you aren't plugged in if you can't see that communities are made up of the people that live in it rather than live far out and go to the cul de sac on weekends to say "hey look, were edgy too with our weekend downtown culture."
Baton Rouge prefers make believe Disney world communities packed with chains like Perkins Rowe, Rouzon, and the like than a real downtown. They would rather make believe they're doing it than actually really do it. This IS the fallout from the fail my generation and the one before me gave us, bedroom communities who's life revolves around suburbia strip malls and shopping malls than their own downtown. So, guess what? Continue in the fail, or change directions to one that makes good sense for a community than for a developer or brand driven market. Own your fricking community, or sell it out to out of state companies to own. Keep continuing in the retardation, or learn from it and change directions. Either way will show where you're headed in the future.

There's all sorts of stuff on deck for Third Street:
-- 440 on Main, which is the redevelopment of the old Capital One bank building. It will have a Matherne's on the ground floor, office space and about 100 apartments. Set to open late 2014/early 2015.
-- Redeveloped Commerce Building. Third and Laurel, will have retail space and 90+ apartments. They're supposed to start work on it this summer.
-- The Uncle Earls guys and the fellow who runs Three Bones catering are doing a beer bar/upscale hamburger joint on Third Street, where Latil's used to be. Above that, the Serranos guys are opening a banquet hall for wedding receptions. Set to open summer/fall.
-- Ruffino's is opening a banquet hall in the old De La Ronde Hall space and putting their corporate offices there. They're already hosting events.
-- Raising Cane's will open at the corner of Third and Florida this summer. Think there will be a few residences in the building, they wanted to do a rooftop bar, but the engineers nixed it.
-- They're building a little apartment building with about 24 units at Third and Convention. Will have retail space, set to open late 2014.
-- The State Office Building at Third and Convention just was sold. New owner is a big developer in town. He's looking at a hotel or apartments.
-- IBM will open in about a year at the old Advocate site. They will have 800 employees. The adjoining residential tower will open a few months after that. Think there will be over 100 units.
I live in Spanish Town. I get frustrated with downtown, I wish stuff was happening faster. But good stuff is coming and pretty soon. And only more things will happen after IBM settles in

Your generation threw the baby out with the bath water as far as forced bussing and integration goes. That's where you guys screwed up our cities in a lasting way.
I think you are not giving credit where it's due though. Moving the state office buildings downtown, getting the Heidelberg renovated, and attracting IBM are huge for the city....and most importantly, the local economy seems to be reasonably strong. The pieces of the puzzle are there. Things are slowly coming together.
I think the city needs to remain focused on downtown, but work hard to improve Florida, Government, Main, and mid city as well- especially areas that border downtown.
Most importantly, and I can't stress this enough, public education has to be addressed. The status quo is not working.
The magnet programs are strong, but the rest of it is very weak. That may mean splitting up the district into ISDs and trying to repair what is left of the inner city schools with charters and voucher programs.....but something has to be done to attract more middle class people back into the parish and end the cycle of poverty in the inner city. That's going to take good leadership and a major effort from the city to push the issue politically. Saying that the mayor or the parish council doesn't have any influence with schools is a cop out.

Other than Spanish town, there is one, maybe two apartment/condo buildings downtown? There's really nothing down there to eat for lunch other than subway and Lucy's, so why would I stay there. There isn't any draw to be there at night except the 2 decent bars on 3rd Street.

That's completely false. I'm not even going to begin to correct you.
Bottom line is that those who want downtown need to make it happen. A lot of progress has take place and continues to take place. They need investors. They have been coming and continue to come. A generation of moving out, busing, etc. nearly killed it off.
Office space downtown is the most expensive in the city and more and more people are moving. The town square, new court house, etc. have made a big difference. Those bitching need to realize it's about community. It's not up the "them" to fix it. It's up to you.

You ever been to the Main Street Market? There are a half dozen places with lunches for under $10.
Po Boy Lloyd's fits the bill.
I haven't been downtown for lunch in a while, but food trucks used to post up.
There's Harrington's downtown. Place is solid.
I used to be a big fan of the burger and po boy place on Third, across from the Shaw Center. Downtown Seafood is the name, I think. They had real good lunch specials.
Po Boy Lloyd's fits the bill.
I haven't been downtown for lunch in a while, but food trucks used to post up.

You should try the urbanspoon app. There is no shortage of lunch joints downtown...especially if you are okay with some clogged arteries.

I love my city, having lived in Dallas for 2 years and Natchez for 3. I would never move again. Very happy with the progress I've witnessed first hand in last 20 years.
I remember walk-through registration at LSU and defending our po-dunk city to the kids from Houston and other big fancy cities.
We got something to be proud of now... if we can just get a god damned loop. BR is too big for Highland Road to be a bypass like it was yesterday. I digress.
