That's the only way. But a true downtown would cater to young professionals, not the college crowd.

That's the top priority in comprehensive master plan.
Developers need to just sell out that area and boot them. They did it in Denver 20 years ago. Took a bunch if shite at the time but no ones complaining now.

to make any downtown livable, it needs a decent grocery store, that is the problem with a lot of mid sized cities downtowns

living downtown means you want convenience or walkability
if it's just bars and restaurants, it's not really convenient to have to get in a car to go to the grocery store

This has for the most part been done. There's a mixed use development fixing to go up on Nicholson near Oklahoma Street. It will eventially be combined with the new married student housing, the new huge housing complex on Roosevelt, the new complex being built on West Chimes @ Alaska Street, the water campus, and the new married student housing that will be replacing the old ones, oh, AND A F&%KING STREETCAR FTW!!! Gentrification is coming fast.

I realize a dead night isn't a testament to it's overall health but the number of vacant fronts just struck me as...wasted. Granted I don't have a history to go off of

Among other things, the poor areas between LSU and downtown along Nicholson and Highland need to go away. There are too many run-down, trashy buildings and undesirables in the area.
A nice boardwalk along the river as someone suggested would draw more people. Grocery store is a must, and more apartments/condos in the area as well.

The people that go out downtown are usually post college aged. They aren't going out on a Wednesday night
