It's an alternative route to the highly congested LA 1 bridge over the ship canal. That's the primary route between Baton Rouge and the industrial employers on the river.

It's atrocious that there isn't an alternative route over the canal to LA1.

What is your hardon for using this money in this manner? You've been bitching like a menstruating girl since this became public.

I agree with tolls, but using the BP money for this is a good idea given how fricked up traffic on the west side is. And it aint just WBR residents who are inconvenienced. The area in question services Dow, Shintec, and other plants. So its not a pet project- like some bullshite coastal restoration job that's used as patronage to a donor. I'd rather they do something to at least attempt to ease congestion in the area then leave the money unused and vulnerable to some other government waste. At least this (appears) to be a good use of the money.

Are HOV lanes really better over a regular lane for BR?

I cant imagine that many more people carpooling because an HOV lane is in place.

Exactly. If the existing LA1 Intracostal bridge(F rated structurally) is closed for whatever reason can you imagine the traffic?

Walker to I-10 could take an extra 45 minutes at rush hour. Carpooling becomes a lot more attractive with that.

And some people already carpool.

Probably because one of the reasons this state is so fricked up id because it doesn’t use funds where they are supposed to be used. Also, in the justification for the BP fines I’m sure this money was allocated for something else otherwise why is BP paying it. So something somewhere related to the BP oil spill isn’t getting taken care of.

I don't disagree. But in the case of the BP money, I'm sure we got wayyy more than we should have given BP was throwing money around like it was nothing in an effort to stave off bad press and make amends for the accident. So, given that this money is more or less a slush fund, why not use it for a legitimate infrastructure task, rather than letting it get used for some horseshite project.

Even if its being misused, at least its being misused for something legit. Not to equip golf carts in Morgan city with GPS units, or to remove confederate statues in some park. There are far worse things they could have misspent the money on.
