We have the technology to stop gang violence.
We could know when and where all these people are and what they are doing. Its just violating personal liberties which should be stripped away IMO the moment you commit a violent crime. Would at a minimum stop 2nd time offenders.

The problem is that the culture problem can't be fixed by arrests. Honor based cultures are literally created by people who believe they are ignored or targeted by law enforcement. Now, before people start crying: no, I'm not saying you shouldn't arrest people who commit crimes. What I'm saying is that if you want to change the culture, that's a completely separate goal with completely different methods to get there.

Here’s another example. How did they clean up NYC in the 90s. That was similar “disorganized” crime like you are talking about.
Just enforce laws and have harsher punishments. Stop and frisk.
Boom NYC is clean. It’s way easier than you think. Our leadership has never attempted to lift a finger to fix it.

The entire country changed from the hellscape that was 1975-1995.
Crime was going down before Rudy became mayor and nothing he did had a major impact. Crime went down in NYC and literally everywhere else. Rudy did nothing special. It's a myth created by prisoners of the moment who were simply never corrected decades later.
