Not sure why anyone would use Dog to facilitate a surrender now, all Chapman will do is scoop you up give you a Marlboro red, tell you to "go with God brah" and drop you at the station. There is no bail to be worked out or any deals to be made.

If I'm on the run and there's a nationwide manhunt out for me, the FBI is the least likely ones I expect to find me.

You could literally search that park in an hour while drinking beers. Does he thinking Brian is hiding in the bush on the left. If that is the case, he boarded a boat and is long gone.
