I don't disagree but it's probably the hardest. But the biggest demographic of unhealthy are the poor. They're the most non compliant. The most expensive. The sickest. AND the ones who don't pay for their coverage in the first place.
With a fee for service payment system, it's getting exactly what you would expect. Too costly and poor results.

Litigious fat asses are the main reason. Go sit in an emergency room for 3 hours once a month and you'll understand more.
Those “fatasses” are costing an exorbitant amount for all of the “Wasteful treatments, diagnostics and procedures, overuse, abuse, fraud”.

I am a proponent of only allowing welfare to be used on a limited supply of food types.
On top of that, have a base level of funding. Require physical examinations with “rewards” for good health.

Agreed. It needs to be revitalized from a payment platform perspective getting into more risk based or bulk contracts with plans and providers. It needs to be addressed from a healthy member perspective. It needs to be addressed from a subsidy perspective making the healthy and financially stable pay for the sick and poor.
The entire system is fricked right now and it would be one thing to be fricked if we were healthy we're not and we're getting worse.

Both a positive and a negative. On the plus side there are cameras in all sorts of areas, downside is that there are so many people in Manhattan that if the suspect can evade cameras for a moment and change clothing he can be lost in a sea of people fairly easily.
ETA: you can't even rely on things like cell phone pings because they are just too many people in a general area.

Yeah and he looks fairly "normal". Change into a suit and tie somewhere and he's 90% home.
