it's both. men being degenerates and getting an extremely unrealistic vision of what sex is from an early stage and then women being promiscuous and inviting base behavior in an effort to gain attention of from men. it's a fricked up, two-way dynamic.
that said, i dont think Twin Peaks waitresses wearing panties and bras is contributing to this unhealthy dynamic in any meaningful way.
