Police report filed, they think its a bullet hole as well.
I mught go buy one of the flex scopes and look for funsies. Can always use it for something else

I'm team bullet. The weird shaped hole could be from a ricochet and the bullet tumbling or being a partial piece.
Let us know what you find, it may be broken up into smaller fragments though.

Said rock would have to be traveling with quite some velocity. On the side of the truck, was there an explosion or something?
EDIT: Because there are no other dents I would say bullet. Further, OP definitely accidentally shot his own truck. I can’t prove it but it’s funnier that way

That looks like a bullet hole to me. A solid or rigid structure would not mushroom as it passed into the second layer, but many forms of ammunition will.
Look carefully at the inside of the holes to see if copper or lead residue was transferred there on impact.
And yes, the spent round is likely inside that part of your frame.
I would get it fixed. The hole should be plugged so that water does not get inside of your car. I would prep, prime and paint so rust does not form where the paint was knocked off.

I've never had a rock go through a window at worst it cracks. It sure as hell isn't going through metal.

The angle, the clean penetration of the door skin, the ragged penetration of the rocker panel after the bullet deformed going through the door skin, and the lack of any powdery residue from rock dust says 100% bullet fired at vehicle.

As they drive around firing random rounds into things just to be destructive assholes.

I'm not sure if you are aware but most projectiles are mostly lead, some have a copper jacket encasing the lead.
There are a few specialty types of bullets that are pure copper or steel but lead construction is the vast majority.
