Once the heart of Portland’s African-African community, Northeast Portland is now actually only one-fourth black,

I wouldn't call that a black neighborhood....

Considering that 6% of the entire city is black, that neighborhood is relatively a black neighborhood.

According to reports, blacks represent only about 6 percent of the city’s total population, numbering some 41,000 people.
6% and affecting major business decisions.

Also, according to PortlandPulse.org, unemployment among the city’s black population has generally run twice as high as rates for whites and Asians.
God forbid someone try to give you jobs in your neighborhood.

The Portland African American Leadership Forum sent the city a letter saying it would "remain opposed to any development in N/NE Portland that does not primarily benefit the Black community."

It said the grocery-store development would "increase the desirability of the neighborhood," for "non-oppressed populations."

In Los Angeles USC is expanding their campus and building student housing and lots of public shops. The local population complained that it would cause rents to increase. The LA council agreed so they made USC pay millions to help keep the neighborhood affordable (ie poor).

No, they just opened a fancy new Whole Foods in our ghetto.

And I'm very happy about it. But we've got more ghettos that need to be gentrified.

If a neighborhood changes from poor (of any race) to middle class black, nobody would think to call that gentrification. Why do you think that is?

No, I don't think I agree with this. Hell, are there any examples of this anyway?

I'd call it nitpicking to justify some political point.

If white folks leave the urban area, it's racism (White flight)

If they move back in, it's racism.

I'd call putting business in a neighborhood a good thing no matter what term you use to call it. I've never heard economic development called "racism" before.

No. Everyone knows gentrification starts with the artists and the gays. Then the hipsters/yuppies follow suit.
