I wouldn't call that a black neighborhood....
Considering that 6% of the entire city is black, that neighborhood is relatively a black neighborhood.

In Los Angeles USC is expanding their campus and building student housing and lots of public shops. The local population complained that it would cause rents to increase. The LA council agreed so they made USC pay millions to help keep the neighborhood affordable (ie poor).

If a neighborhood changes from poor (of any race) to middle class black, nobody would think to call that gentrification. Why do you think that is?

I'd call it nitpicking to justify some political point.
If white folks leave the urban area, it's racism (White flight)
If they move back in, it's racism.
I'd call putting business in a neighborhood a good thing no matter what term you use to call it. I've never heard economic development called "racism" before.
