I'd use the guy as leverage to get a better deal with the seller (especially if the agent was witness to this stupidity). And then just move in and not worry about him unless and until he does something illegal.

They had some documentaries out a few years ago about a couple (Mac and Kelly Radner) that just bought a house and had to deal with obnoxious neighbors that were living next to him. You could probably try to get some tips from what they had to deal with.
