Distasteful behavior, meaner, garden weasel, get lost, contact the authorities, cooler heads, real jerk, silent partner, bozo.

Find out who he rents from. If they use a management company then they will come evict him. Not sure what a garden weasel is but I'm guessing is could be considered a weapon. This is your opportunity to get rid of the guy. If he is an owner then you will need to contact the HOA
