Take advantage of every fall Saturday he has. There are about 30 opportunities for him to experience Tiger Stadium on gameday as a student and he'll regret not taking advantage of them to the fullest. Don't show up late. Don't leave early. Be belligerently drunk when he arrives. Maintain belligerence during the game. Retreat to a shitty bar after the game to chase women.
Do this as many times as it is humanly possible.

Tell him to avoid driving on campus during game day. And "Dont be that guy" who gets punched by a guy with a cast on his arm.

-get a cajun turkey po-boy from the am mart
-enjoy reggies as a freshman and then never again
-don't use your fake at freds
-don't try to cheat if you have a test at himes. seriously, this is very common sense but i know multiple people who have tried and got busted
-take advantage of the study rooms and other resources LSU provides
-don't get pizza everyday at the dining hall
-don't try to sneak alcohol into the student section unless you can carry it between the cheeks
-don't use tinder or bumble rely on meeting girls in person as there will be plenty
-use the new updated UREC to avoid the freshman 15 and take advantage of your tuition
-check knuckles at sonic

Make friends with the workers of any bar he frequents. I gave away more shite bartending in tigerland than I thought humanely possible. The free shot always found it's way to the people who knew my name and tipped well.
Stay in town for at least 1 or 2 warm weather holidays. Some of the best arse I got was from meeting people at 4th of july/memorial day drunk fests at the big complexes' pools

However, if you can’t see the decline this city as a whole has suffered over the last 10+ years you are blind or in denial.

The city was actually on the upswing up until the 2016 police shootings and flood. It's been in freefall since.

Go out and enjoy yourself. Try new events. Tailgate. Keep up with what’s happening at the River Center. Go to LSU baseball games. Go to art gallery openings. Go to the museums. Join a rec sports league. Start jogging around the lakes.
Ultimately you can make new friends and carve out a good life there.
Or you can be a homebody and complain about the weather or how boring your life is.

There are a lot of good tree and flower streets, so that one doesn't count. As for numbers, if he stays in the single digits, he's probably golden. Downtown is a really nice place to be these days.
