I saw an article with some retired Indian colonel saying the water had been at that level before without them opening the flood gates. He speculated they were trying to flood out Wuhan before health officials could learn the full scale of what was going on there.

The BBC is hardly a credible source, they are a mouthpiece for the EU and the labor party. Al Jazeera is funded by the Qatari government so I would take both with a grain of salt but Al Jazeera is good for Middle Eastern news.

But the folks who dug more deeply into the story soon realized it was just more of China being China.
For example: The amount of Cement (powder) necessary to build 3GD had to be inflated by threefold because the domestic Chinese quality assurance was so bad that their hydraulic cement was terrible.
This was true of Steel as well.
Poor inspection in and at and of the jobsite, workers’ safety was the enemy not a goal.
