We live in a golf course community, I see it almost every day. It's hilly here, I don't see the issue, especially with the elderly or those with physical limitations. Chastising someone for doing this is a dick move, mind your own business.

I walk my dog on my bike occasionally when she wants to run and I can’t keep up. Good way for her to get exercise and run off some energy. That fat bitch needs some exercise after all the treats momma gives her.

It was none of your business.

"Going off on someone" doing something that doesn't effect you means you are either ratchet or psycho.

Are you mad he has his dog trained not have to be on a leash?

The dog isn't trained at all. It runs in front of cars all the time and he just follows behind. He's an a-hole and the dog is shitty.

Any other questions?

You would be the douche bag in this. It has no impact on your life so next time just mind your own business.

I’ve not seen that in my neighborhood but that is extremely lazy.

But, let me say this, I will sometimes drive my Zeus in the dogmobile to a nearby school with a huge field next to it. We walk there and he dumps, etc. On the way home I will let him out about a dozen houses away from home and let him run to beat me home. If neighbors see that they might think the same lazy dude thoughts about me.

Meh, i walk my dog every morning before work. He's about 28 or 29 lbs. We start off without a leash but around the midway point, i put the leash back on him when we're getting around people or more vehicle traffic.

Only person I've seen doing that is the neighborhood dog walker. She switches between golf cart and bike.
