I really dgaf if someone is down bad enough to game the food bank system. That’s between them and God. Our gubmint subsidizes half the items she got

The church I used to go to did an annual Thanksgiving lunch for the needy. We had to stop after a few years because it became pretty obvious that the greedy were taking everything before the needy could get some.

Thoughts on food banks
I have an elderly relative that goes to the food bank. I sometimes help her to transport and carry her food in the house and can tell you that if you have a problem with food banks, you need to volunteer at one for a single day.
The vast majority of the people in line to receive food are elderly white ladies. There is no blaring radios or utes getting groceries to sell like you are envisioning.
The food is either just past the expiration date or about to expire and is donated by local grocery stores that would have to throw it away.
The folks handing out the food are drenched with sweat and volunteering their time to feed others.
Short story is, I think it is a damn good organization that serves it purpose to perfection.

The real grift was by the people running it. When I was in college I volunteered at one through work and the 2 CEOS were husband/wife , they were each being paid >$150,000/year by the food bank. This was ~10 years ago

Charitable organizations need to do means testing. I'm sad to say that, but they do.

A group of us volunteer once a month to hand out boxed food essentials and sometimes cleaning supplies to elderly residents in the area. They have to sign up and bring the required documents beforehand to prove their eligibility.
Rarely are these folks driving up in new vehicles and those few that do are usually bringing these boxes to shut ins who are registered.
Their faces tell the story, sometimes they are embarrassed to accept it, but always say thank you and how much it means to them as they are leaving. Some even come early and help set up the canopy tent, chairs, cold drinks and help with whatever is needed.
We have a good time doing it and knowing we are helping others leaves us with a good feeling when it is done.

One day after an open air worship service, we had a couple homeless men who were hungry. I took them to a nearby McDonald's to eat and one refused to go because "I ain't eatin in the same place with him".

We used to give out paper bags with snacks to the homeless. One of my fellow workers asked if he could pray with the homeless man receiving the bag. The homeless guy looked into the bag and said " yah, pray that I can get better sh@@t than what's in this bag"

Growing up my mom qualified for food stamps working multiple jobs. She refused to take a dime. Didn’t have a lot of luxuries but we didn’t go hungry.

Our family has made a recurring monthly donation to our local food bank for many years. I think they're a good cause

The group in my immediate area requires income/assistance verification before you can sign up for their food program or utility assistance (they’re a ministry-based group so private).

If you get free food at the food bank you should have to work at the food bank.
