People will downvote you and fight, but I've been saying this for years. The airlines BEGGGGGGG you to courtesy check your bag at the gate as if they don't have the answer right in front of them. Charge, and all of this goes away!

Most frequent business travelers can check bags for free. Those folks goal is to spend the least amount of time possible in the airport. Having to wait at baggage claim at current volume factoring in deboarding time is already less than ideal (thus making the choice of not checking bags even for free). Speeding one up without dramatically speeding up the other is even worse.

The truth is the airlines want you to carry on your bags because it is a cost cutting measure for them. They charge you to check bags to incentivize you to take on the cost of labor and liability instead of them. If everyone checked bags as OP suggested think of how many more baggage handlers the airlines (or subcontractor) would have to hire. How much more their liability increases for increased amounts of lost bags, damaged bags, damaged items, workers comp for injuries to baggage handlers, additional customer service reps to handle claims, etc.

They only do this when the flights are full and they have no choice because there physically isn't enough space for the carry ons.

Then why make a policy that would elongate both the bag check process (lines likely 3x as long) on the front end and the bag retrieval process on the back end? Unless airlines throw massive resources at this to support it on both ends, that is the result. Sure they could charge for the carry on, but unless it is a universal decision, every business traveler (who they cater to, that is their biggest $ maker) will just flock to another airline.
