I am guessing that it’s an explosive rupture that sprays liquid.

That was my thought too. Even without the issues with California reservoirs, dumping 1000s of gallons an hour for going on 48 hours, along with normal use, would put pressure on most any municipal water system.

Worse case, it blows the surrounding tanks as well. It might make sense to just let it leak out and avoid an explosion.

I get that.

I was just wondering how big the explosion would be in terms of distance and structures affected.

I see there is a neighborhood directly across the street. Would it wipe out the entire area, or just a portion of it?

LA times does lots of fear mongering over high pressure tank, bursting to a bleve, etc. Trouble is the aerial photo shows a flat roof tank probably not good for the pressure inside a can of Diet Coke. Tech term for that style of tank is Atmospheric. California peoples are full of poop

you state thousands of gallons per hour for 48 hours would overwhelm waste treatment. Its only got 7000 gallons in the tank!. Where would the other 93000 gallons come from in your scenario?

Also, hard to have a bleve if the tank is already leaking externally. a Bleve is caused by a build up of pressure inside a vessel for a heat source usually outside a vessel. This is not this scenario. AI failed them.
