Oh, definitely. That, paired with the fatally flawed design means BOOM. In certain situations, that reactor design gets more reactive if steam is produced. So, a small increase in heat output boils a little bit of the water, which means the reactor puts out more heat, which boils more water, which keeps going until there is an earth-shattering kaboom.
Also, the RBMK design has no containment building. So, when the reactors pop their lids, they're dumping their radionuclide inventories into the environment. Unlike an oil tanker with no front, you can't simply tow the popped reactor beyond the environment.

In 1986 when the incident happened, it was part of the Soviet Union and took its marching orders from Moscow.
In August of 1991 Ukraine (where Chernobyl is located) became independent from Russia.
You can see from the map that Belarus got f-ed too.

Cheapest and most effective way to do it would be to dam it off and fill it with water. Water is the single best radiation barrier. When I used to X-ray at shop in Baton Rouge, I asked my boss to build an aquarium in the vault instead of concrete blocks. That would have been pretty cool if it weren't for the up keep.

I remember seeing a documentary* on youtube about a team of nuclear scientists that kept going back there to monitor the state of the sarcophagus and to see how badly things were deteriorating. I think all of them are dead now. Not from radiation poisoning but from heart trouble caused by the stress of going into that place. Somebody asked them why they kept going back and they said somebody's got to and we're the most qualified to do it.

Go watch "The battle for Chernobyl" video. Think you can find it on YouTube. It's a documentary detailing everything from why city was created, the explosion and the aftermath. About an hour and 20 minutes if I remember correctly.

Yes. Do this. It's great.
Also, making a big swimming pool out of the place is a bad idea. While water is a great radiation shield (see: spent fuel pools), it's also a pretty good moderator. Neutrons coming from a fission event are usually moving too fast to cause enough secondary fissions to initiate and sustain a chain reaction. Moderators slow down those neutrons enough so that more are able to participate in secondary fissions. Get the right nuclear material in the right geometry and moderate it as necessary, and you've got yourself a nuclear chain reaction. In a spent fuel pool, the arrangement of the fuel rods is very rigidly controlled to ensure that the geometry will never allow a reaction to initiate, even though the spent fuel is surrounded by a moderator. In the debris of Chernobyl, however, there is no control or real knowledge of the geometry of all those bits of fuel. If the geometry of the fuel in the wreckage is favorable for a chain reaction, but the only thing preventing it from going critical is that there isn't a sufficient moderator present, plunging the whole thing underwater may provide the missing moderation and result in varying degrees of Very Bad Day(tm).
The sarcophagus was built, partly, to prevent this. While it is true that it is primarily containment, it also serves to keep rain and such out.

Belarus got screwed. Apparently the government seeded rain so that the radioactive black rain fell on a town in Belarus since the wind was going to carry it to Moscow.

The fire commander of the local brigade that was the first emergency response on scene was honored at a firefighter's convention here in the US some years later. He gave a speech and answered questions through an interpreter and his tale is absolutely haunting.
I remember when it happened. Basically the entire world being on high alert because the Soviets were so cryptic and deceptive with their announcements that nobody knew for weeks how far out of control the situation was.
A gate monitor declaring an employee contaminated at a nuke plant somewhere in Scandinavia was the world's first hint that something major was going on.

Their version of OSHA is probably a little different. When the reactor blew up there was a area under the reactor floor filled with water, they realized that if the fuel melted through the floor and hit the water the resulting explosion would be thousands of times worse than what was already occurring. They made the decision to drain the water, and summoned the engineer that designed the water system who explained the only way to drain it was to reach some valves that were now under water beneath the reactor floor. No problem, since he designed it, he was appointed the best choice to go open the valves. They teamed him with two navy divers who after a crash course in diving would take him to the underwater valves. The radiation level they would be exposed to for the amount of time required was going to be 100% lethal. Also no problem, they told the team it was for their country, they would be heroes, and their families would be well taken car of.
