Mentally ill and drug addicted people don't have the life skills to buy tents, camping stoves and other creature comforts to make living outside easier.
People who build a makeshift shelter of cardboard are ill and deserve help and charity. Those who beg for money to buy tents at Wal-Mart are actively deciding to be deadbeats.

News flash, begging for money and being homeless are already illegal. New Orleans could clear up the homeless problem in a weekend with night sticks, a paddy wagon and a garbage truck if they really wanted to address the problem.
My wife has started telling our kids they'll end up living under the overpass if they don't do their homework and listen to their parents. Straight As across the board!

I always think to myself that if I was homeless I would go live in the national forest. The reality is that I would be kicked out within days for any number of forest service violations. Somehow we manage to police the remote forest better than the cities.

I almost forgot to relay this story. a few months ago I was stopped at the redlight at st. Charles under the overpass. there was a very large tent set up to my right (as I was headed uptown). A bum/homeless/panhandler (a guy that looked legit like he makes it on the streets but must derive cash in some manner walks up) another fairly well dressed man (read pimp) took a large wad of cash from him and the man when in. The pimp then summoned a girl (imagine OT 0.25) from a nearby car in her basically bra mini skirt and leather boots. both went into the tent.

Was she worth the cash you gave the pimp? Personally, I'd get a better hooker than an OT 0.25 but if that's your thing, to each his own.
