You presented this as an absolute, and that's false.
Not every heavier vehicle automatically gets worse gas mileage than a lighter vehicle. But you've made an argument based on an absolute, so now what?

We already have that. Heavier vehicles use more fuel in general, which equates to paying more tax.

Consumption does increase with weight and it’s probably pretty proportional to the weight. That combined with the consumption component seems fair.
Now look at the EV flat rate and an inflated value that is not proportional to the weight increase.

added weight + reduced tire footprint + harder compound to prevent flattening at the bottom = more force/area on the road. Calculations are tough because the tire makers do not give "footprint data" but there is no doubt, from a purely physics point that EV's put more force on the road than any other vehicles.
Same goes for roads. The daily and seasonal heating and cooling cycles cause more damage than any number of vehicles that weigh far less than the road's breaking point.

That’s state only. Federal gas tax gets sent back down as well taking the total up to almost 40 cents a gallon. Makes it more like 15,000 miles a year.
About time these ev owners pay their fair share.
