Reduce means slow down
Stop means completely halt
It means that while it does not completely stop it it reduces it.
Why is that statement hard to understand? Are you not a smart man?

Maybe shes saying people are nasty arse mf's so there is no way to stop the spread. But since sick or exposed people are refusing to stay home and wont quit coughing and spreading their shite, a mask might be the best hope to get those nasty selfish mf's to quit spreading it.

Reducing the virus causes more harm than good. Stop trying to outrun a virus that kills so few. Stop trying to stave off herd immunity.

Well she's right. It won't stop the spread completely, but the current mandates from organizations is that it makes it less likely to spread.

So it’s not 100% effective but helpful still is what I read there.
Or are we going with “don’t stop spread” as zero impact instead of the easy interpretation of fully stopping it 100%
