Random question, but is it standard to stock up on jugs of water, fill the tub, etc. in Baton Rouge. I always thought that BR Water had backup generators to keep the water treatment running in the event of wide scale power loss.

Exactly.
I was in downtown BSL ten days after and it was hard to comprehend that much destruction.
The worst was hearing people screaming and crying because they had lost everything.
fricking horrible experience.
ETA: Granted, the vast majority of the damage was caused by the surge.
