In an attempt at brevity, procedurally these things have already begun within State Legislature and are already in place within the Parish's Home Rule Charter. It's not that difficult.
Any changes would require a vote of the residents.

The vote to incorporate will not be able to be changed by a court. When it passes, the city of St. George will be official when the vote is certified and it is sent to the governor.
There will likely be lawsuits regarding the distribution of legacy costs. However, that means that BR isn’t just going to get what they want because they want it. Also, after JBE leaves and Rispone gets in, the city of BR is screwed. You’re looking at super majorities in the house and senate and St. George will have their school district within 2 years.

The length of time it takes to fully establish a more than 'viable' school system....is really a moot point as long as the all in effort is swiftly initiated ! This will help buy some time and get most of the residents fully on board.

They also have to have the right Governor who will not frick with them but rather outright support them and John Bel Edwards is completely opposed to St. George. He will put the wrong people in if St. George wins.
Why else would Edwards delay the vote as long as he could when Broome requested it?
St. George voters, when you vote for governor, vote for Ralph Abraham or Eddie Rispone. Either one is fine and will do a lot to help you if the incorporation is successful.

There is a huge line of people early voting, and from all indication it has remained pretty constant. Pretty interesting.

My interpretation of that is that these are due hard SG supporters and those votes are getting banked before some last second shenanigans are pulled to try and influence Election Day.

For the record, I saw at least 3 people in line wearing "East Baton Rouge Parish Schools" t-shirts. This was over at the fire station on Coursey. Hopefully everyone who wants SG to pass is fired up enough to get to the polls.. because I think the opposition has seriously ramped up the bussing, scare tactics, etc.
Several oldies with walkers and the like were limping up there as well. Lipsey's Lies have probably scared them to death.
I wanna believe, y'all. But if you're a supporter of the new city, you gotta rally for the cause. It's gonna take every vote.

FWIW, that station and a lot of the area around it is in the BR city limits, so they have no real say.
I'm sure there are voters there as well that are in St. George as well, obviously, but no way of knowing either way.
